This is a Russian cartoon based on the book by Astrid Lindgren "The World's Best Karlson". It tells the story of a boy who dreams of having a dog and a man with a propeller on his back. The book and the cartoon are overwhelmingly popular in Russia and Karlson's expression, such as (pardon the horrible Russian to English paraphrase) "Calm, just calm" and "a wellfed man at the zenith of his life" have become part of everyday Russian speech.
