米・イラク地位協定：議会でも承認される見通し http://ima-ikiteiruhushigi.cocolog-nifty.com/iraq/2008/11/post-30cc.html 当初反対を表明していたシスターニ師が賛成に回った シーア派のイラク統一同盟のダアワ党とSCIIにとっては これでシーア派最高権威のお墨付きを得たことになり 安堵して賛成と表明できるようになった ・クルド両派 ・ダアワ党 ・SCII この三者連合がイラク現政権の中枢を形成している この三者が地位協定賛成を安心して表明できるようになったことで 議会での承認は見通しがついた 当初マリキ政権は地位協定をスンナリ受け入れるものとみられていた しかしここ数ヶ月何度も抵抗し、内容を何度も改変させてきた このことを国民に強くアピールできたと思う ・何ヶ月も「抵抗」し、内容を譲歩させた ・シーア派最高権威のシスターニ師の賛同も得た ・名称を「米軍撤退協定」とした ・内容的にも ・撤退期限を明記 ・近隣諸国攻撃の出撃基地にしない ・免責特権も制限した これだけアピールしたのは 来年一月に予定されている地方選挙で負けない為というのが基底的動因だ 国民の多数が地位協定に反対し、それに賛同した勢力は 次回選挙でシーア派内でサドル派に負ける公算が強かった しかしこれだけアピールしたのだから これで次回選挙でサドル派に負けないだろうという計算が働いたと思う スンニ派最大会派であるイラク合意戦線は国民投票を主張している スンニ派内には覚醒評議会も抱えているのだから 明確に米軍に反対は掲げられないし、かといって明確に米軍支持も掲げられない その折衷案なのではないかと思われる 地位協定に賛成はしなかったという最低ラインは確保できる クルド両派、ダアワ党、SCIIという主要三勢力が賛成で固まったのだから 少数派のスンニ派の動向は既に問題にすらもならないが サドル派はどうするのだろうか 抗議デモ等の街頭闘争は行うと思うが 既に勝敗は決したと思う 地位協定に易々と応じる米国の追随者達と糾弾し 次回地方選挙で躍進する予定だったと思うが これで躍進はなくなったと思う ならば、統一イラク同盟内で選挙に臨むのか
