EUNICE, N.M. (AP) - New Mexico State Police say Eunice's fire chief and four firefighters have been arrested on various felonies relating to a Dec. 4 theft. Fire Chief Ronald Grogan and firefighters Danny Cueto and John Dudley, who were paid city employees, and volunteer Capts. Dustin Lord and Fernando Espino were arrested Wednesday. State Police spokesman Eric Garcia says Grogan was charged with burglary and two counts of tampering with evidence. Garcia says the other four were each charged with conspiracy to tamper with evidence. Dudley also was charged with tampering with evidence. City Manager Curtis Schrader says the charges stem from a theft of the radar detector from a wrecked vehicle. In his last job performance review, eight of the nine State Fair Board Members said were NOT happy with the performance of Fair Manager Bob Wagoner. Shaun Sipma has more on this latest information. The negative performance review comes from the Manager Evaluation in March of this year from Wagoners Personnel File. The nine member board rated Wagoners on six different categories: How he works with people, Policies of the North Dakota State Fair, Job Skills, Problem Solving, Organization and General Work. Well more than half of the scores in that evaluation were either below average or unsatisfactory. Board Member Neil Flemming spoke with me on the phone today and reiterated the concerns on why they didn't approve of Wagoners Managing of the Fair. The key concerns were there was too much emphasis on Grandstand acts and that Wagoner didn't appreciate or promote the other aspects of the fair. There were also concerns of too much travel and expenses, tasks that were not done in a timely manner, marketing issues, and a lack of concern or knowledge of policies of the State Fair, and impersonal dealing with fair staff. According to Flemming a previous performance review was also done in 2007 that was less than satisfactory which lead to the initial motion at a March 2008 meeting to call for Wagoners resignation. That motion was tabled until September when Wagoner presented plan for a reorganization of his administrative functions. After the March '09 performance review that produced even more concerns the board felt the Fair, as a whole the fair was going backwards. At their quarterly meeting this past Monday, the board voted 8 to 1 to ask for Wagoners resignation. After refusing to resign the board then voted 7 to 2 to fire him. The 2009 North Dakota State Fair was the most successful, but Flemming said with all the misdirection and complications involving Wagoner... his leadership could not continue.
