Wagner Financial Services' accountant Russ Schick says people should start gathering all of their documents. In just a couple of days, the I-R-S will begin sending tax return forms. He says its important to save all of your reciepts, especially if you plan to itemize your deductions this year. And then all of the forms and stuff related to doing your tax return should proably come in in January so by February you should be able to do your tax return." The I-R-S's website has a whole list of credits and deductions that you may qualify for. While on their website, you can file your taxes. More than 90 million Americans e-filed their taxes last year. He says beyond the tax advantages, you'll know you're helping people who really need it. But he says if you want to donate, now is the time to take action.   • North Dakota is likely to soon file a lawsuit against Minnesota over that state's plan to tax carbon dioxide produced by power plants in North Dakota. Attorney General Wayne Stenehjem says efforts to resolve the dispute between the two states have failed. The Minnesota Public Utilities Commission wants to add a fee of up to 34 dollars per ton of C-O-2 produced by coal-fired plants. The US Energy Information Adminstration reports North Dakota power plants emit almost 32-million tons of carbon dioxide, meaning the fee on North Dakota plants could be around one billion dollars.
