In another part of the world, Czarist Russia is trying to extend its hegemony to the east and thus came into conflict with Japan. The war is known as the Russo-Japanese war. The Japanese army, with a quick series of victories over Russia, astounded the world. The war culminated with the fall of Russia’s Port Arthur (Lushun in China) at the hands of the Japanese army. The story of this anime begins with the Japanese army making preparations to attack Port Arthur by establishing a training camp, called Tendai Genjo Gakuin, for female pilots, in Hokkaido.
