The guy is about 14 years of age or less in that flashback, and his sister at the time was, as you can tell, a well developed flower. At that age, if I had an older sister that was that hot and wearing something that skimpy, I'd be distracted to. Another theory to the sis-con, is that she is his only living family member left and he doesn't want to lose her.
