well he's not really a manga charactor so I can't agree. villians of all villians, more like tacky of all tacky if you want to go marvel then Lex Luthor or Doctor Doom (Victor Von Doom). I can only comment on what I've seen of cartoons cauese I don't know any site that does u.s. comics but, the joker though a classic bad guy like his name is a joke. sure his evil but, a very soft evil and very tacky like pinky and the brain.
