28 April 2009 - The White House has apologised after a low-level flight by a presidential jet and a fighter plane sparked panic among New York City office workers. The half-hour flight triggered the evacuation of a number of office buildings in the city. New York City Mayor Michael Bloomberg said he was "furious" about the incident, criticising those responsible for failing to warn the public.
Panic and anxiety do not discriminate by race, creed or financial status, but are more common in women than men and, for reasons of biology, life events, brain chemistry or personality, usually present in one's teens to early 30s.

The captains side-stick was replaced and due to some Airbus directives and missed wiring change mods at the blackbox connector, the left/right command also got reversed! Maintainance released the aircraft to service but missed the misstake. And as for the crew, the before takeoff checklist only verifies that each "side" (capts. side and copilots side) was working. The captain was doing the takeoff and just after liftoff the aircraft started to roll to the left, then more to the left until finally the co-pilot hit the command override button (also known as the panic button) on his sidestick controller and saved what would have been a disaster. A jumbo jet being chased by a F-16 fighter jets buzzed Lower Manhattan this morning, panicking New Yorkers, many of whom were forced to evacuate their office buildings. It was not a terrorist attack, however, but a photo opportunity for Air Force One, sources told the Post. President Obama was in Washington at the time, but the low-flying 747 circling the Statue of Liberty was one of the planes used as Air Force One, sources said. The NYPD and the city were notified of the planned flight, but did not share that information with Mayor Bloomberg and other New Yorkers, many of whom said they were terrified. The head of the White House Military Office apologized for the flight over New York. Hours after the incident, a furious Bloomberg called the photo-op "insensitive." "First thing is I'm annoyed - furious is a better word - that I wasn't told," he said. "Why the Defense Department wanted to do a photo op right around the site of the World Trade Center catastrophe defies imagination. Poor judgment would be a nice ways to phrase." Bloomberg said federal officials notified the NYPD and another city official, whom he declined to identify, of the flight plan. "Had I known about it I would have called them right away and asked them not to," he said. "The good news is it was nothing more than an ill considered, badly conceived, insensitive photo op - with the taxpayers' money." Dominick Caglioti, who works at the Mercantile Exchange, thought the worst as he saw the jets hurtle toward his window just after 10:30 a.m. After learning it was all a photo op, he was furious. Workers from several office buildings poured out onto the streets before they learned that the flights were innocuous. John Leitner, a floor trader at the New York Mercantile Exchange Building, said about 1,000 people "went into a total panic" and ran out of the building around 10 a.m. after seeing the planes whiz by their building, near the World Trade Center site. "Apparently, nobody in the building was informed that this was going to happen," he said. "Everyone panicked, as you can certainly understand." He said the workers gathered along the Hudson River until a security officer with a bullhorn told them it was a planned exercise. "The FAA and the presidential airlift group conducted an aerial photo mission" and training for crew members of the president's flying fleet, said Air Force spokeswoman Capt. Angela Webb. She declined to release any other information about the nature of the photos being taken. She said the flight involved a VC-25, a Defense Department version of the 747 that is called Air Force One when the president is aboard, and an Air Force F-16 jet fighter. They flew over the upper New York Bay and Newark Bay between 10 a.m. and 10:30 a.m. The Federal Aviation Administration said it notified city law enforcement about the mission. "In coordination with the Federal Aviation Administration (FAA), the Presidential Airlift Group conducted a aerial photo mission in the New York City area on 27 Apr 2009. This mission, involving the VC-25 and an F-16, was conducted in conjunction with normally scheduled continuation training for assigned aircrew members. This mission was coordinated for the Upper New York Bay, south of the Holland Tunnel and in the Newark Bay north of the Staten Island Expressway between the hours of 1000L and 1030L." The maneuver, part of a photo op, was coordinated in advance with the FAA and state and local officials. WALD Updated, 5:52 p.m. | An Air Force One lookalike, the backup plane for the one regularly used by the president, flew low over parts of New York and New Jersey on Monday morning, accompanied by two F-16 fighters, so Air Force photographers could take pictures high above the New York harbor. But the exercise — conducted without any notification to the public — caused momentary panic in some quarters and led to the evacuation of several buildings in Lower Manhattan and Jersey City. By the afternoon, the situation had turned into a political fuse box, with Mayor Michael R. Bloomberg saying that he was furious that he had not been told in advance about the flyover. At 4:39 p.m. Monday, the White House issued an apology for the flyover. Louis E. Caldera, director of the White House Military Office, who served in the Clinton administration as secretary of the Army, said in a statement: Last week, I approved a mission over New York. I take responsibility for that decision. While federal authorities took the proper steps to notify state and local authorities in New York and New Jersey, its clear that the mission created confusion and disruption. I apologize and take responsibility for any distress that flight caused. The mission on Monday, officials said, was set up to create an iconic shot of Air Force One, similar to one that was taken in recent years over the Grand Canyon. When President Obama learned of the episode on Monday afternoon, aides said, he, too, was furious. Senior administration officials conveyed the presidents anger in a meeting with Mr. Caldera on Monday afternoon. Federal officials knew that sending two fighter jets and a 747 from the presidential fleet to buzz ground zero and Lady Liberty might set off nightmarish fears of a 9/11 replay, but they still ordered the photo-op kept secret from the public. In a memo, the Federal Aviation Administration's James Johnston said the agency was aware of "the possibility of public concern regarding DOD (Department of Defense) aircraft flying at low altitudes" in an around New York City. But they demanded total secrecy from the NYPD, the Secret Service, the FBI and even the mayor's office and threatened federal sanctions if the secret got out. The flyover -- apparently ordered by the White House Office of Military Affairs so it would have souvenir photos of Air Force One with the Statue of Liberty in the background -- had President Obama seeing red. The cost of the frivolous flight was about $60,000 an hour and that was just for the presidential aircraft. That doesn't include the cost of the two F-16s that came along. The flight by the VC-25, a modified Boeing Co. 747, and two F-16 fighter jets cost $328,835, Air Force spokeswoman Vicki Stein said. That includes $300,658 for the larger plane, which flew a three-hour mission, and about $28,178 for the F-16 jets, which flew 1.8 hours each, Stein said in an e-mailed statement. The NYPD was so upset about the demand for secrecy that Police Commissioner Ray Kelly vowed never to follow such a directive again and he accused the feds of inciting fears of a 9/11 replay.
