Monroe is a combination of a crime story and a supernatural story. To my mind, the creators couldn't decide on what it should be.They probably read too much S. King an watched one Japanese horror too many. My guess, it's the sister suffering from dome sort of schizophrenia but who knows - that creepy image on photos...
