This mind-melting feature, apparently edited from a multi-episode Japanese television series, features some of the most endearingly inept special effects sequences you will ever see, as well as a plot that proceeds at breakneck pace, terrible dubbing, and narration by a man who sounds suspiciously like legendary voice-over artist Gary Owens. If you like Gigantor or Princess Dragon Mom, there's a place in your home video library for Brain 17. It's a humdinger of a doozy! Know what I mean?
