well... not sure what you mean by throttling.... but for the bandwidth usage after it stops.... this haps most commonly when i'm not using the webpage to load it.... meaning i'll use the in program search, start the video from there.... and then once it's finished, i'll return the search results to "popular searches" so that it does not continue to refresh, and it still uses the bandwidth....
